Bio
Cynthia Finley is Director of Regulatory Affairs at NACWA. She earned her Ph.D. in civil engineering from the University of Texas at Austin, specializing in the risk-based assessment of remediation of contaminated groundwater. She received a M.S. in civil engineering from the University of Washington and a B.S. in civil engineering from Texas A&M University. From 2004 to 2006, Cynthia was an assistant professor in the Department of Civil and Environmental Engineering at the University of Missouri – Columbia, where she worked on international engineering education programs and participated in research on the reliability of engineering projects. She joined NACWA in 2006 and works on regulatory issues related to wet weather management, collection systems, climate, energy, security and emergency preparedness, and pretreatment and pollution prevention.
