Frank Roth is a native Albuquerque resident with 20 years experience in policy and research. He currently is the Senior Policy Manager at the Albuquerque Bernalillo County Water Utility Authority, a political subdivision of the State of New Mexico which provides water, wastewater, and reuse water to the greater Albuquerque/Bernalillo County metropolitan area. His main responsibilities are policy development and evaluation, lead staff to the utility’s Customer Advisory Committee, asset management, performance measurement and management, and more recently developing the Effective Utility Management program at the utility. This includes developing and implementing the utility’s long-term goals and short-term objectives, policies and priorities for the operating and capital budgets, and customer opinion surveys. More recently, he has coordinated the utility’s customer outreach and engagement program to obtain input on the utility’s policies, plans, and programs. He has authored and presented several papers on the utility’s performance improvement program and effective utility management planning. He is also a member of the Rocky Mountain Section Joint Utility Management Committee and the Leadership and Effective Utility Subcommittee. Mr. Roth holds a Masters degree in Public Administration from the University of New Mexico.
